Evening Analysis — 2026-10-01

Dek

The grid stopped being the hard part today — the argument over who pays for it became the hard part.

The Big Shift

PJM, the grid operator for 65 million people from Chicago to Virginia, shelved the auction that was supposed to price power for giant data centers — not because the electrons are missing, but because nobody can agree on who gets the bill (1). That matters because the auction price is the number that re-rates every merchant power plant with uncontracted output — the ones investors own precisely to capture AI demand. The signal: political cost-allocation, not turbines or transformers, is now the gating item on the whole trade.

Analysis

The regulatory stall was the day's real story, and it rhymed four times. FERC — the federal energy regulator — had already punted on PJM's plan for serving very large loads, which TD Cowen flagged as "acute" uncertainty, naming Constellation, NRG and Talen directly (2). Then PJM's own stakeholders endorsed a governance overhaul that several states promptly rejected as insufficient (3) — meaning the body that must settle the cost fight is itself unsettled. Implication: our DOWN calls on CEG and TLN hold tonight and got slightly worse. The scarcity thesis (pillar 1 — demand exceeds firm supply) is untouched; the timing thesis (pillar 2 — a near-term price print that re-rates the fleet) keeps sliding right. TLN is the more fragile of the two because its co-location structure — putting the data center physically next to the reactor — needs an affirmative FERC blessing, not just a quiet market.

Consolidation isn't the escape hatch either. NextEra's bid for Dominion drew broad opposition across New England and PJM over market power and ratepayer harm (4). Implication: every route that would let the sector resolve the AI load problem through scale — one big auction, one big merger, one federal rule — is currently blocked by the same actor: state regulators and consumer advocates defending retail bills. That is the Own-the-Bottleneck thesis in its purest form, and it got stronger today, not weaker.

So capital is routing around the politics by building its own power. Amazon signed a 20-year PPA adding 190 MW at Constellation's Calvert Cliffs nuclear plant (5), Valar Atomics floated a 9.4 GW small-reactor campus in Utah (6), and the industry is openly describing the data center as a power project now (7). Finland is dropping data centers down the interconnection queue outright (8), and Virginia banned the NDAs that kept these deals invisible (9). Implication: self-supply stops being a cost-optimization and becomes the only reliable path to electrons on a schedule. That's bullish for anyone who already owns generation plus compute — and for the wires-and-substations builders, which is why the Senate permitting deal's new transmission siting authority matters more than its data-center penalty clauses (10). PWR stays UP; its breaker is "permitting stalls," and tonight permitting is moving.

The public market just put a price on the owned-power model. Nvidia-backed Firmus is seeking a $30 billion valuation in an Australian IPO running the same playbook IREN does — own the power, sell the GPUs (11). Set against hyperscaler capex above $780 billion and a16z calling AI revenue upside "unbounded" (12, that's demand-side confidence meeting a fresh comparable. Implication: first outside validation of IREN's asset class that isn't IREN's own filing. Keep it sized small — a sought valuation is a marketing document, not a clearing price, and October hyperscaler earnings with 2027 capex guidance (13 will test it within weeks.

The same pattern showed up in materials and in hard security. A Brazilian federal judge suspended Sigma Lithium's licences and halted its mine outright (14), while Elevra broke ground on a $366 million lithium expansion in Quebec (15) — courts, not orebodies, are setting supply timing, exactly as regulators are setting power timing. And a Russian bomb knocked a Kyiv data center offline with critical damage (16) while tanker captains run Iranian drone fire through Hormuz (17) and Taiwan drills civilian resistance (18). Implication: compute is now treated as strategic infrastructure that can be shot at, which pushes buildouts toward politically safe jurisdictions with their own power — raising the cost floor and lengthening the bottleneck again. Every thread today pointed the same direction: the constraint is institutional, and institutions move slowly.

What Would Prove Us Wrong

Thesis Impact

Inflection Radar

[emergent] AI Compute Bottleneck Shift | Academic focus on inference efficiency (prefill, test-time scaling) signals that the next compute frontier is not raw model size but optimizing deployment and context handling for real-world systems. | Touches: NEW | 19

[emergent] Data Center Power Grid Strain | Regulatory pressure (FERC, PJM) highlights that AI compute demand is creating a systemic risk to local power grids, forcing energy procurement into the foreground of tech strategy. | Touches: NEW | 20

[emergent] Tech Diffusion Mapping | Academic work linking technological breakthroughs (like AI/Robotics) to patent filings and macroeconomic productivity suggests a quantifiable, multi-year lag in identifying true industrial inflection points. | Touches: NEW | 21

[emergent] AI Agentization of Defense Procurement | Joint task forces are explicitly integrating AI agents into future procurement planning (JIATF-401), signaling a shift from hardware acquisition to software/systemic capability integration in defense spending. | Touches: NEW | 22

[dismissive] Geothermal Potential Overlooked | The persistent academic and startup interest in high-yield, non-conventional geothermal sources (e.g., Salton Sea) suggests that current energy models may be structurally underestimating reliable baseload clean power capacity. | Touches: NEW | 23
