Evening Analysis — 2026-10-08

Dek

The AI boom has the money and the chips; what it can't get as easily now is a "yes" from regulators and neighbors.

The Big Shift

Finland's licensing regulator has asked local towns for reports on Google's €13bn data center build because it would clear 300 hectares of forest (1). This is the second day in a row that permission problems, not money or power, have been the story. Heatmap's count of $260B in canceled data centers this year shows the same thing (2). The bottleneck is moving from "can we get electricity" to "will anyone let us build." If that holds, the winners are whoever already has an approved site with a working grid connection.

Analysis

Power: Big Tech is buying power where it already has permission. Google is paying Constellation to uprate 11 reactors (3). An uprate means squeezing more output from a plant that already exists. Amazon has made a similar move. Heatmap calls this a hedge: new reactors are slow and uncertain, but an existing plant already has its land, permits, and grid connection (4). This is the same story as Finland. When permission is scarce, the existing fleet becomes more valuable. That supports CEG and VST's uprate plans (VST filed an 8-K on Oct. 5 reporting a new material agreement and debt), but neither stock gets new information from it tonight. In New England, ISO-NE is finishing its capacity auction redesign ahead of November votes (5). That rewrite decides how much a megawatt of reliable supply gets paid, which matters for anyone selling firm power.

The capital is still there, and it isn't leaving Finland. Sesterce plans a $10bn, 600MW campus in Jämsä, Finland, and says it already has an anchor customer (6). Our cross-domain read is that money is "looking for friendlier places." This complicates it: the same country is scrutinizing one project and welcoming another. The more likely reading is that the fights are about specific sites (forest, water, neighbors), not whole countries. That still favors developers who pick sites well, but "regulatory arbitrage" (moving to wherever rules are looser) is a weaker story than we've been telling. In the US, the Senate permitting deal includes data center provisions that could speed some projects up (7). It is the main policy lever to watch.

Compute: demand is steady, and chip packaging is being brought home. Boost Run signed a $525.6M contract to provide dedicated GPUs to Cohere (8). That shows mid-sized AI labs still sign large multi-year GPU deals, which is the market IREN wants, though IREN didn't win this one. The bigger structural news is GlobalFoundries' $2bn, five-year deal with TSMC. It makes GF's fab in Malta, NY, the first US source of silicon interposers, the base layer that lets AI chips and memory sit side by side (9). Packaging has been a quiet chokepoint, and almost all of it sits in Taiwan. A US source shrinks that single point of failure, which matters more tonight given a new Taiwan cyber-exercise warning that China could squeeze Taipei without firing a shot (10).

Copper: supply came back and supply was lost on the same day, so roughly a wash. Ivanhoe's Kamoa-Kakula mine in Congo raised quarterly output 19% (11). That's a mine recovering, not new capacity. Meanwhile, more than 700 workers are striking at Antofagasta's Centinela mine in Chile, and copper is near record highs (12). A new study puts about 5% of Chile's output at risk from strikes, weather, safety, and geology (13). The point for FCX and SCCO is that the deficit case rests on supply that keeps breaking down, not just on demand. Today supported that. Coface's call that copper and nickel prices could double by 2035 points the same way (14). SCCO, the lowest-cost producer, is the best placed if some supply returns.

Geopolitics: physical risk is showing up. A drone attack hit a Yandex data center in Russia (15). That is a reminder that data centers are now military targets, which adds a security cost to the permission problem. Iran says it won't give up uranium enrichment (16), while Vance says Iran must make a "meaningful" cut to end the war (17). A long standoff keeps enrichment, the step that turns uranium into reactor fuel, politically sensitive. That helps the case for Western fuel supply over the long run but doesn't change any position tonight.

Inflection Radar

[REGULATORY] Energy Cost Allocation & Grid Modernization | FERC and DOE activity confirms regulatory focus is shifting from simple capacity additions to granular cost assignment, particularly around large load centers (data centers) and transmission upgrades. This signals sustained pressure on utility rate structures. | Touches: PJM, NEW | 19

[GEOPOLITICAL] Resource Nationalism & Energy Decoupling | Persistent rhetoric from Iran, coupled with observed Asian stockpiling behavior 20, solidifies the narrative of energy supply chains decoupling from Western regulatory norms. This elevates geopolitical risk premium for commodity plays. | Touches: NEW | 21

[FINANCE/REGULATORY] Market Data Transparency Scrutiny | SEBI's regulatory action forcing Jane Street to respond regarding trade data logs signals heightened global scrutiny on institutional market transparency and potential manipulative practices. This is a systemic risk signal for high-frequency trading firms. | Touches: NEW | 22

[AI/COMPUTE] Advanced Embodiment & VLA Research | The cluster of arXiv preprints (79, 82, 83, 84, 85) indicates a rapid shift in research focus from pure LLM inference to physical embodiment—specifically, robust whole-body manipulation and policy refinement for humanoids. This is the next frontier after VLA model capability. | Touches: NEW | 23

[AI/COMPUTE] LLM Efficiency & Architecture | Multiple arXiv papers (76, 81, 82, 83, 84, 85) detail architectural optimizations (KV cache compression, MoE expert coupling, RL environment frameworks). The focus is on making massive models *run* reliably and efficiently in real-world or agentic loops. | Touches: NEW | 24

[SPACE] Direct-to-Cell & Orbital Security | SpaceX's patent filing 25 and Fortastra's funding round 26 confirm that the immediate, near-term focus in space is not just launch capacity, but secure, direct communication links and orbital defense capability. | Touches: NEW | 25

[DEFENSE] Integrated Counter-UAS Doctrine | The industry trend 27 and contract renewals 28 confirm that the military doctrine is abandoning single-solution approaches for drone defense, favoring a mixed portfolio of directed energy, AI processing, and physical hardening. | Touches: NEW | 27

[NUCLEAR] SMR/Advanced Reactor Permitting | Multiple filings 2930 show the NRC processing phased construction permits for advanced SMR technology from multiple players. This confirms regulatory momentum and de-risking of next-gen nuclear deployment. | Touches: NEW | 30
