Morning Analysis — 2026-10-08
Dek
The AI build-out isn't short of chips or money anymore. It's short of places that will say yes.
The Big Shift
About $260 billion of US data center projects have been canceled or stalled so far in 2026, out of roughly $800 billion in planned spending, mostly because of local opposition (1). The money is still there. What has changed is that getting permission (zoning, grid hookups, a vote from the local council) now limits how fast AI capacity gets built. The next sign to watch: capital moving to friendlier places. This week brought a $10bn, 600 MW campus in Finland and another $1bn in Japan, while US projects wait on the November elections.
Analysis
Demand is fine. Location is the problem. TSMC says chip demand shows no sign of slowing (2). Data center capex (capital spending) rose 92% in Q2, partly because memory chips cost more (3). Meanwhile, money is going abroad: Sesterce's Finnish campus already has an anchor customer, meaning a big tenant signed before construction (4), and AirTrunk is tripling its Japan investment to $30bn (5). For the thesis, total spending on equipment (VRT's cooling and power gear) holds up, but more of it lands outside the US. That makes VRT less exposed to US politics than a pure US developer. It does not resolve VRT's main risk: whether hyperscalers keep raising spending.
Power has become a political issue, and the bills are starting to show up. FirstEnergy's Mon Power says PJM, the grid operator for the mid-Atlantic, cost its customers $145M by switching on gas plants early as a precaution during last winter's long cold snap ([RTO Insider](//www.rtoinsider.com/147656-mon-power-complains-pjm-conservative-operations-cost-145m/)). Alabama regulators now require the utility to name data center customers and disclose their peak power demand ([RTO Insider](//www.rtoinsider.com/147534-alabama-regulators-greenlight-framework-data-center-decisions/)). One analysis says hyperscale projects in 14 states depend on how the midterms go ([RTO Insider](//www.rtoinsider.com/147554-cleanview-analysis-nov-election-results-could-slow-data-centers/)). This is the "clawback" thread from our cross-domain radar: wherever data centers drive up power bills, a regulator or politician will try to push the cost back onto them. The implication is that in the US, the winners are firms that already have power secured and approved, not those still waiting for it. That helps explain why Cipher says leases are strong because power is scarce (6).
Hyperscalers are turning to power that already exists. Google signed a deal to uprate 11 nuclear reactors, meaning to squeeze more output from plants that are already running (7). Amazon made a similar move to keep existing nuclear running (8). Planned US gas plants are up 44% in eight months (9). Uprates and existing plants dodge the new-build permitting fight. That points to steady value for owners of existing nuclear and gas, such as VST and TLN, both of which filed material 8-Ks in the past two weeks. The Senate permitting deal's data center provisions (10) are the one thing that could loosen the new-build bottleneck.
Copper supply keeps tightening. More than 700 workers are on strike at Antofagasta's Centinela mine (11), and a new study puts 5% of Chile's output at risk from strikes, weather, and geology (12). This supports the deficit thesis for SCCO and FCX, but the market expected it, so neither rating changes. FCX's Indonesia risk is still the open question.
Today's open item: IREN. The stock is falling and we don't yet know why (13). Read the story before the open. If the cause is a share sale, a lost AI Cloud customer, or a delay at the Childress power site, the thesis is in trouble. If it's sector selling or bitcoin moves, nothing changes.
What Would Prove Us Wrong
- US cancellations stall or reverse. If Heatmap's cancellation count stays near $260B through Q4, while US permits and grid-hookup deals pick up after the election, then "permission is the bottleneck" is overstated. That hits the geographic-shift argument and makes US power developers look better than we've assumed.
- Hyperscaler capex guidance flattens. If any of the big four (Microsoft, Alphabet, Amazon, Meta) holds or cuts 2027 capex guidance on Q3 calls, VRT's growth pillar breaks, whatever happens in Finland or Japan.
- The Centinela strike ends quickly. If it's settled within days and copper gives back the gains, Chile supply risk is just noise. The copper deficit pillar for SCCO and FCX would then rest on long-term forecasts (like the Coface call for prices to double by 2035) rather than on supply losses we can actually see.
Thesis Impact
- IREN | Conviction: HOLD | Surprise: MED | The stock is falling today, but the feed gives only the headline, not the cause. I couldn't open the article to check. A falling price alone doesn't touch any pillar. The thesis breaks only if the cause turns out to be a share sale that dilutes holders, a lost AI Cloud customer, or a delay at the Childress power site. Read the article before the open; it could CONTRADICT pillars 2 and 3. | 13
- SCCO | Conviction: HOLD | Surprise: LOW | Copper rose because more than 700 workers are striking at Antofagasta's Centinela mine in Chile. A new study also says labour, weather and safety problems put 5% of Chile's copper output at risk. Tighter supply CONFIRMS the deficit pillar. SCCO's mines are in Peru and Mexico, so it gets the higher price without the Chilean disruption. The strike has already run a day and the 0.85 prior already prices this in. | 12
- FCX | Conviction: HOLD | Surprise: LOW | Same Chile supply news. It CONFIRMS pillar 1, and FCX gains more than SCCO when copper prices rise. It does nothing for the weak spot holding the prior at 0.56: Grasberg and Indonesia risk. No upgrade until that risk eases. | 11
- VRT | Conviction: HOLD | Surprise: LOW | Sesterce plans a $10bn, 600 MW AI data center in Finland and says it already has an anchor customer. That's more demand for power and cooling gear and CONFIRMS pillar 2. But the bigger risk is still open: about $260B of data center cancellations this year (Heatmap, 2 days running). That CONTRADICTS the idea that hyperscaler spending only goes up and keeps the prior low at 0.28. One European project doesn't offset it. | 4

QA & Caveats
- IREN: The call requires reading an article to check for specific causes. It is a warning about missing context rather than a direct conclusion supported by the linked source alone.
- SCCO: No issues found. The cited sources confirm the supply risk context mentioned in the thesis.
- FCX: No issues found. The cited sources confirm the supply side confirmation, and the weakness regarding Grasberg/Indonesia is noted as an external factor not directly addressed by the copper supply news.
- VRT: No issues found. The cited sources provide context on data center CapEx and infrastructure spending that supports the contrast drawn in the thesis.
