Copper's shortage story ran into a forecast of more metal than buyers need, while the AI power crunch kept getting worse.
The Big Shift
The International Copper Study Group, an industry forecaster, now expects the world's surplus of refined copper to more than triple next year. New smelters (plants that turn ore into pure metal) are coming online faster than demand is growing, even with AI and grid buildout counted in (1). The forecast lands as copper falls for a third straight day and BHP avoids a strike at Escondida, the world's biggest copper mine (2). This is the most direct challenge yet to our "structural deficit" view of copper. The question for today is whether the price drop deepens toward the $10,000/t line we've flagged, or the market decides the surplus is a smelter story rather than a mine story.
Analysis
Copper: plenty of metal, scarce mines. The surplus is in refined metal, mostly from new smelting capacity. Ore coming out of the ground is still tight. Antofagasta fell more than 6% after its 2027 production guidance came in below expectations, partly on higher diesel costs (3). Anglo American's CEO says tech companies have shown "deep interest" in taking a stake, which suggests big buyers want to lock up future mine supply (4). Washington is also stockpiling: Mercuria delivered 12,000 tons of Congolese copper to the US "Project Vault" reserve (5). *What it means:* we're cutting SCCO conviction, because miners' earnings follow the metal price, not the state of the ore market. The case is dented, not broken: low-cost miners keep their edge, and the long-run scarcity story now depends on mine supply, not smelter output. FCX stays on hold, since we had already cut it.
Power: the grid ran out of slack this summer. Government data from the EIA shows PJM, ERCOT and SWPP, three regional grid operators covering much of the East, Texas and the Plains, all set peak-demand records (6). On top of that, PJM will study SoftBank's Ohio "Flagship" project: about 10 GW of data-center load, 10.2 GW of new gas generation, and 765-kV high-voltage lines built by AEP Ohio (7). For scale, 10 GW is roughly the power use of several million homes. PJM is also drafting "ride-through" rules, which require big computing loads to stay online through brief voltage dips instead of dropping off and shaking the grid (8). *What it means:* this supports PWR (transmission is the step that decides when new load can connect), GEV (gas is still the go-to source of steady power), and our core view that power is the main limit on AI growth.
On-site power: Bloom wins, but it has a rival. AEP plans to spend about $4B on a 702 MW Bloom fuel-cell project in Wyoming, under contract to Google. In the same announcement, it agreed to buy up to 1.6 GW of Mainspring linear generators, a competing way to make power on site (9). *What it means:* demand for power made at the data center, which skips the wait for a grid connection, is real and growing. But the biggest buyer just split its order, and Mainspring got the larger share. BE stays on hold. Note that today's "BE stock sliding" headline is about BE Semiconductor (Besi), not Bloom.
Politics and spending: pushback is growing. Britain rejected a 1.2 GW data-center bid tied to the Drax biomass plant (10). Data-center anger is now a midterm campaign issue in Michigan (11). Ohio's Supreme Court is weighing a challenge to AEP's special tariff (pricing rules) for data centers, and the outcome could set a national model for who pays for grid upgrades (12). Meanwhile, Gartner calls AI data-center spending "unsustainable" and warns of $3.5T in possible write-downs (13). Developers keep building anyway: Digital Realty is eyeing a gigawatt-scale site in Kokomo, Indiana (14). *What it means:* pushback doesn't kill demand. It moves it to friendlier states like Ohio and Indiana, whose grids just hit record peaks. That makes the bottleneck tighter, not looser, which is good for grid builders. The risk sits with ETN: our 0.92 conviction score is high for a stock that would get hit if worries about the spending boom turn into actual budget cuts.
Geopolitics: compute is now a target. A Rostelecom executive says Russia needs a "doomsday" data center that can survive Ukrainian strikes (15). China launched eight satellites meant to work as an orbital data center (16). The US Army warns that a White House deadline to trace its supply chains all the way down to raw materials will cause "some impact" (17). *What it means:* governments are treating data centers and the minerals behind them as security assets. That makes stockpiling, like Project Vault, a price floor for copper that private forecasters such as the ICSG don't fully count.
What Would Prove Us Wrong
- Copper (SCCO, FCX): London Metal Exchange copper closes below $10,000/t for five straight sessions, or treatment charges (the fees miners pay smelters) climb sharply. Rising fees would mean ore is plentiful, not scarce, and would undercut the "mines are tight" defense.
- AI spending (ETN, PWR, GEV): Any hyperscaler (the big cloud companies like Microsoft, Amazon and Google) flattens or cuts its 2027 capex (spending on buildings and equipment) guidance in late-October earnings. Watch Microsoft most closely, since it just denied reports that its cloud leaders asked for cost cuts (18). A cut would make Gartner's warning a real event instead of an opinion.
- Power as the bottleneck (Own-the-Bottleneck, BE): Flagship or another multi-GW project is shrunk or withdrawn during the PJM study, or utilities start trimming their large-load forecasts. Separately, if more Mainspring-style orders keep beating Bloom on volume, that would hit BE's position in on-site power.
Thesis Impact
- SCCO | Conviction: DOWN | Surprise: MED | The International Copper Study Group (ICSG) expects the global surplus of refined copper to more than triple next year as new smelters come online, even with strong AI and grid demand. Separately, a strike at Escondida, the world's biggest copper mine, has been averted, so more supply keeps flowing. Copper prices have also fallen three days in a row. This CONTRADICTS pillar 1, the "structural deficit". The surplus story is two days old, but our 0.85 prior hasn't absorbed it. One caveat softens the hit: the surplus is in smelted metal, not mined ore, so a low-cost miner is less exposed than the price headline suggests. | 1
- FCX | Conviction: HOLD | Surprise: LOW | Same surplus forecast and price slide. This CONTRADICTS the deficit pillar, but our prior is already cut to 0.49. Antofagasta's weak 2027 output guide is a small offset: less supply from a rival. Watch copper versus the $10,000/t trigger. | 19
- BE | Conviction: HOLD | Surprise: LOW | The utility AEP plans to spend about $4B on a 702 MW Bloom fuel-cell project in Wyoming, under contract to Google. That CONFIRMS demand. But in the same deal AEP is buying up to 1.6 GW of Mainspring linear generators, a rival on-site power technology, which CONTRADICTS pillar 3 at the margin. The two roughly cancel out. Note: today's "BE stock sliding" headline is about BE Semiconductor (Besi), not Bloom, so ignore it. | 9
- PWR | Conviction: HOLD | Surprise: LOW | PJM, the grid operator, will study SoftBank's Ohio "Flagship" project: about 10 GW of data-center load plus new 765-kV high-voltage lines built by AEP Ohio. This CONFIRMS that transmission is the step that gates new AI load. | 7
- GEV | Conviction: HOLD | Surprise: LOW | The same Flagship project includes about 10.2 GW of gas-fired generation. That CONFIRMS gas as the near-term firm-power answer. Mitsubishi Heavy Industries, a rival turbine maker, signing a non-binding MoU with Ingeteam to supply US data centers is a minor competitive note, not a threat yet. | 7
- ETN | Conviction: HOLD | Surprise: LOW | Gartner says AI data-center spending is "unsustainable" and warns of a $3.5T write-down risk. This CONTRADICTS the thesis, but it's a forecaster's opinion, not an actual spending cut, and it's a day old. Digital Realty eyeing a gigawatt-scale site in Indiana points the other way. Our 0.92 prior is rich if the capex worry gains traction. | 13
- Own-the-Bottleneck | Conviction: HOLD | Surprise: LOW | Government data from the EIA (top-tier source) shows three regional grids (PJM, ERCOT and SWPP) all set peak-load records this summer. This CONFIRMS power as the binding constraint and fits today's cross-domain thread: demand pushed out of states that say no to data centers is landing on grids with no spare power. | 6

QA & Caveats
- SCCO: The contradiction claim relies on an interpretation of the ICSG data; the source explicitly notes the surplus is in smelted metal, which mitigates the immediate impact on miners.
- FCX: The contradiction is minor given the prior expectation was already low (0.49).
- BE: The conflict between demand confirmation and margin contradiction appears balanced by the context of the simultaneous deal structure.
- ETN: The contradiction is based on a forecast vs. reality; the source frames this as a forecaster's opinion, which supports the thesis holding.
- Own-the-Bottleneck: Directly supported by EIA data showing peak load records across regional grids.
