Evening Analysis — 2026-10-17
Dek
Tonight's limit on AI's buildout is less about electricity and more about whether builders can get permission, stay on schedule and keep lenders on side.
The Big Shift
Nscale, a Norwegian AI data center builder planning an IPO soon, has delayed its Glomfjord site after leaks in the cooling system and a fire (1). One troubled site would be a small story alone. But it fits a pattern we've tracked for several days: lenders are getting nervous about smaller "neocloud" builders, the newer firms that rent out AI chips and lack the cash cushions of Google or Microsoft. A delay right before an IPO is exactly the kind of event that pushes up borrowing costs for that whole group. Watch whether Nscale's IPO timing or size changes, and whether other second-tier builders start paying more to borrow.
Analysis
Power is still tight, but local politics is now the faster-growing problem. Today a mayor halted what was billed as Italy's largest data center (2). In Michigan, data centers are now a campaign issue in congressional midterm races (3). The Wilderness Society, a mainstream conservation group, backs a moratorium (4). The backlash is also spilling into the permitting-reform fight in Washington (5). What it points to: the mega-campus thesis now has two hurdles, getting power and getting permission, and the second is harder to price. Builders who already own approved sites gain value. That favors Digital Realty's gigawatt-scale Kokomo plan (6) only if it clears local review. Developers pitching smaller, "right-sized" sites are already marketing that as a way to win local support (7).
Copper is sending mixed signals, which weakens the simple "AI means a copper shortage" story. The International Copper Study Group expects the world's surplus of refined copper to more than triple next year, because new supply is growing faster than demand from AI and electrification (8). Yet supply outside the US is getting tighter even as prices hit a 10-day low (9). The likely explanation is that tariff fears pulled metal into US warehouses, so the shortage depends on location, not a global lack of copper. What it points to: the materials thesis should shift from "copper runs short" to "copper ends up in the wrong places." That is a trade-policy story more than a demand story. Early-stage miners like Vizsla, which is two to three years from even a prefeasibility study, a first detailed look at whether a mine pays (10), won't help either way this decade.
Efficiency is chipping away at demand from both ends. On the grid side, variable-frequency drives are motor controllers that let industrial motors run only as fast as needed instead of flat-out. Upgrading them could free up gigawatts of existing capacity (11). On the compute side, one hobbyist says they run a 552-billion-parameter DeepSeek model on a single gaming GPU at about 27 words-ish per second (12). That claim is unverified, but the trick behind it is real and spreading: keep most of the model in cheap system memory and load only the parts in use (13). What it points to: neither threatens hyperscale demand for training. But both erode the assumption that every unit of AI growth needs new power plants and new data center floor space. Inference (running models, not training them) is the part most at risk of moving onto cheaper hardware.
There's little new in geopolitics and filings. A $38.8M US contract to support Taiwan's MQ-9B drones (14) is routine support work, not an escalation. Eaton filed a new 8-K today, a report companies file when something material happens between earnings (15). It's tagged only as "other material event," so read the filing before drawing conclusions. Eaton sells power gear into data centers and is a key read on grid equipment. Bottom line tonight: no thesis moved. What moved is how much risk sits underneath them: financing, permits and execution.
What Would Prove Us Wrong
- The debt thesis: Nscale prices its IPO on schedule and at or above its target, and the next two or three neocloud debt deals price at spreads (the extra interest over safe benchmark rates) no wider than earlier this year. If so, lenders aren't nervous, and power, not money, is still the binding limit.
- The permission thesis: Moncalieri restarts within weeks, or the Michigan candidates who campaigned against data centers lose. That would make the backlash look like noise rather than a real barrier.
- The copper thesis: The gap between US and non-US copper prices closes while the ICSG surplus forecast holds. Then the "wrong places" story fades too, and copper becomes a well-supplied input rather than a constraint on AI.
